Possession is nine tenths of the law, and sometimes it simply isn't a good idea to possess certain things. Setting someone else up is particularly easy through the plant skill. Planting an item on another player will discreetly place that object in their inventory without bringing any undesired attention to yourself. Unless you fail... then you just look guilty.
