These rings can be found on Esmerelda the Enchantress in the City of Brass, located in the Desert Cabal. She spawns with one of the three rings.
Find the carpet should be west or east (not too far) and/or a couple north or south. Once you find the carpet, ride carpet. This should drop you in the Oasis. Wander in desert until you find city of brass (generally n and w). If you come upon a room that is too dark to see, that is the city.
